Cybersecurity IAALANDTRUST-A Tamper-Evident Trust Layer for Government Land Records
Problem Statement
Land certificates in Tanzania can be forged, altered, or copied outside the official system, and there's no fast way for a bank, buyer, or court to independently verify a document is genuine. The same plot can also end up recorded through two separate, disconnected transaction trails, with the conflict often discovered only after a dispute reaches court and money has already changed hands. Existing systems like e-Ardhi and ILMIS solved record storage, but not cross-verification across offices. LandTrust closes that specific gap proving a document is authentic and flagging conflicting claims without replacing the existing registry.
Proposed Solution
LandTrust adds a lightweight verification layer on top of existing land systems (e-Ardhi, ILMIS) rather than replacing them, recording a SHA-256 hash of each certificate plus minimal metadata on a shared permissioned ledger at issuance or transfer. Anyone can verify a certificate by scanning its QR code the system re-hashes it and checks it against the registered fingerprint, instantly flagging any mismatch. Because all offices write to the same ledger, LandTrust also detects if the same plot is registered through two different offices. This catches both tampering and double-registration before real damage is done, not after.
Innovation
Cross-office conflict detection Privacy by design Preventive, not forensic
Expected Impact
Fewer land disputes Reduced fraud losses Faster verification Greater institutional trust
