Case-Delay Prediction and Scheduling Optimization System (JusticeFlow TZ)

Problem Statement

Once a case does enter Tanzania's court system, there's no reliable way to predict — or prevent — it from disappearing into years of delay. The Court of Appeal alone carried 5,900 pending cases as of June 2024, with 1,248 of them already stuck for more than two years. The National Audit Office found High Court cases averaging four years before even a first hearing, with some Dar es Salaam criminal matters running past 49 months. Only 47% of Tanzanians believe their own case would be resolved within a reasonable time. The human cost of this compounds in the prison system: 28.7% of everyone incarcerated in Tanzania is a pretrial/remand detainee, not a convicted person, inside a system already running at roughly 109% of rated capacity. Registrars currently build court schedules manually, with no data-driven signal for which incoming cases are at risk of becoming multi-year backlogs, and no systematic way to balance caseloads across magistrates to prevent it.

Proposed Solution

the system is going to solve; Preemptive Delay Flagging: because it acts as an early warning system, automatically flagging high-risk cases showing early indicators of stagnation before they become multi-year statistics. Workload Optimization: It replaces manual scheduling with data-backed calendar support, identifying overloaded registrars or judges and safely spreading out the workload. Decelerating Prison Overcrowding: By fast-tracking heavily bottlenecked cases, it addresses the 30% unconvicted prison demographic, directly shortening detention timelines.

Innovation

It explicitly bakes human rights into its logic by prioritizing the schedules of the 30% unconvicted prison population, directly linking administrative efficiency to the reduction of prison overcrowding. Instead of waiting for a case to become a multi-year backlog statistic, the system uses algorithmic data patterns to flag high-risk cases before they stall out.

Expected Impact

A measurable reduction in the 30% unconvicted prison population, minimizing unjust detention times. Drastic compression of the 4-year High Court wait times down to actionable months. Enhanced public faith in the speed and transparency of the Tanzanian legal pipeline. Data-assisted scheduling with automated overload flags.
